우크라이나에 대한 러시아의 침공은 유럽은 물론 전 세계를 예상 못 할 소용돌이 속으로 돌입하게 하였다. 유럽연합을 비롯한 여러 국가가 즉각적인 러시아에 대한 역사적인 강도의 경제제재를 시행하면서 오히려 역설적으로 유럽의 러시아에 대한 에너지 의존, 전 세계의 식량 공급 구조 서플라이 체인의 취약성을 드러내는 계기가 되었다. 이 논문은 이러한 상황에서 긴급하게 우크라이나 사태로 급변한 유럽의 에너지 안보와 식량안보 등의 인간안보 현황을 알아보고 유럽연합과 유럽의 주요국가들의 에너지 안보, 식량안보가 어떻게 변화하며 이는 전체적으로 유럽의 상황에 어떠한 영향을 미칠지에 대해 고찰한다. 이에 더하여 이 논문의 문제의식은 이러한 에너지 안보, 식량안보의 문제를 왜 유럽은 그대로 방치하였는가? 우크라이나 사태가 일어나고 나서 문제점이 제기되기 전에 미연에 방지할 방법은 없었는가? 하는 의문에서 앞으로 장기적으로 어떠한 인간 안보적 대책을 강구해야 하는가는 대책을 고민하고 그 한국적 함의를 찾아보는 것을 논문의 연구목적으로 한다. 결론적으로 현재와 같은 세계화가 진행되고 글로벌 서플라이 체인이 발달된 사회에서 이러한 유럽의 에너지와 식량안보의 위기는 결코 유럽에만 국한된 강 건너 불 구경과 같은 문제가 아닌 한국의 문제임을 시급히 인식할 필요가 있으며 이에 대한 대책이 마련되어야 한다.
Abstract
Russia's invasion of Ukraine sent Europe, as well as the world, into an unexpected whirlpool. As several countries, including the European Union, implemented historical economic sanctions against Russia, paradoxically, it served as an opportunity to reveal Europe's energy dependence on Russia and the vulnerability of the global food supply chain. Under these circumstances, this paper examines the current status of human security such as energy and food security in Europe, which has changed rapidly due to the Ukraine crisis, and examines how energy and food security in the European Union and major European countries will change and affect the situation in Europe as a whole. In addition, the research question of this paper is why did Europe leave this issue of energy security and food security as it is? Was there any way to forestall the problems after the Ukraine crisis before they were raised? The purpose of the paper is to consider the measures and find the Korean implications of what human security measures should be taken in the long run. In conclusion, in the current globalized and global supply chain-developed society, it is urgent to recognize that the crisis in Europe's energy and food security is not just a problem in Europe, but in Korea, and countermeasures must be taken quickly.
