초록

This paper examines the evolution of Korea-Portugal relations, highlighting both achievements and limitations in political, economic, and cultural domains. While Hallyu (the Korean Wave) has generated widespread interest in Korean culture among Portuguese audiences, reciprocal cultural engagement remains underdeveloped. In a similar vein, economic partnerships have been constrained by limited trade volumes and a lack of structured dialogue, despite the growing potential for collaboration in fields such as renewable energy, healthcare, and digital infrastructure. Drawing upon both historical records and policy analyses, this study emphasizes the need for a more balanced and reciprocal relationship which can move beyond one-directional cultural flows and sporadic official contacts. This paper proposes initiatives such as structured bilateral dialogues, joint economic committees, and active city-level diplomacy, exemplified by the recent sister city agreement between Sintra and Yangsan. By diversifying channels for people-to-people exchanges, fostering innovation-driven entrepreneurship, and promoting truly reciprocal cultural programs, Korea and Portugal can transcend current limitations and cultivate a dynamic, mutually beneficial partnership. This study concludes with policy recommendations emphasizing energy cooperation, cultural co-production, expanded educational programs, and local government engagement, etc.
