Abstract
The purpose of this study is to conduct an in-depth analysis of the roles, achievements, and causes of failure of the ‘Jogos da Lusofonia’ (Lusophone Games), a sports diplomacy project of the Portuguese-speaking countries. The CPLP (Community of Portuguese Language Countries) launched this event to strengthen community solidarity based on language and culture, similar to the Commonwealth Games or the Francophonie Games. The results of the study show that during its run, the Jogos da Lusofonia was partially successful in promoting cultural and human exchange among the youth of member states and strengthening community identity by transforming the abstract concept of 'Lusophonia' into a tangible experience. In particular, host cities such as Macau and Goa achieved visible outcomes in branding their unique cultural heritage and enhancing their soft power through the event. However, despite these achievements, the Games failed to overcome structural limitations and have been suspended since 2014. This study identifies the causes as: first, chronic financial problems stemming from the economic vulnerability of most member states; second, extreme power asymmetry and conflicts of interest within the CPLP, centered around Portugal and Brazil; and third, commercial failure due to a low international profile. Future research should secure an insider's perspective on the causes of failure through in-depth interviews with various stakeholders. Furthermore, a systematic comparative analysis with the leading language-community sporting events, the Commonwealth and Francophonie Games, appears necessary to derive the success factors for sustainable sporting events.
