정부 3.0의 이론적 배경과 해외사례에 관한 연구

새로이 출범한 정부가 새로운 행정개혁의 가치로 정부 3.0을 제시한 이후 왜 지금 시점에서 정부 3.0이 필요한 것인가, 그리고 정부 3.0은 무엇을 주요 내용으로 해야 하는가에 대해 논란이 많았던 것이 사실이다. 그러나 행정부 내에서는 물론 학계에서도 이에 대해 대답하려는 노력이 거의 보이지 않았던 것 또한 현실이다. 본 연구는 이러한 질문에 부분적으로나마 답하는 것을 목적으로 하고 있다. 이를 위해 정부 3.0이 필요하고 가능하게 된 이유를 이론적으로 살펴본 후 공공정보의공개를 기반으로 하는 주요국의 정부개혁 사례를 분석하고 비교함으로써 앞으로의 추진에 필요한 시사점을 도출하였다. 이에 따르면 정보통신 기술의 발전, 평평해진 세계에서 역량이 커진 개인들, 그리고 협업의 중요성이 커짐에 따라 정부 3.0의 추진이 필요하고 가능해졌다는 것을 확인하였다. 아울러 다른 나라에서 추진하고 있는 공공정보의 개방이 기술적인 수준에서는 아직도 정부 2.0 수준에 그치고 있고, 우리나라가 추진하고 있는 정부 3.0의 어젠다가 다른 나라와 다른 차별성을 갖고 있다는 점도 확인하였다. 하지만 가능성과 동시에 한계성도 내포하고 있으므로 추가적인 평가와 연구가 필요함을 결론으로 제시하였다.
Abstract
Since new government suggested Government 3.0 as a new initiative for government reform agenda, debates have been provoked such as why it is needed at this time or what should be included in the agenda. However, it is almost impossible to find practical or theoretical endeavor to deal with these questions till now. With an aim to answer to such inquiries, this study reviewed theoretic background for possibility and necessity of Government 3.0 first. It is followed by in-dept analysis of foreign cases which initiated government reform by opening public data and collaboration between public and private sector to draw policy implications for Korean Government 3.0. From these analyses, it is identified that due to IT technology development, enhanced role of individual in flattened world, and importance of collaboration, Government 3.0 became necessary and feasible. Also, it is revealed that Korean Government 3.0 has unique features compared to other foreign cases which are on the process of Government 2.0 in technological terms. However, as this result shows limitation as well as possibility, additional evaluation and further research are needed.
