지난 정부의 정부 3.0은 정부부처간, 중앙과 지방정부간, 정부와 민간 사이의 정보공유와 협업의 토대를 마련하였고, 현 정부는 정부혁신이라는 이름으로 그 의미를 계승하고 있다. 또한 4차산업혁명 시대를 맞이하여 인공지능과 빅데이터 등 새로운 정보기술을 활용한 행정서비스 혁신이 정부 조직 내에서도 확산되고 있다. 하지만, 이러한 행정서비스 혁신은 정부 각 부처와 공공기관이 생성한 공공데이터들을 서로 공유할 수 있어야하고, 이를 통합, 연계, 분석하고 상호협업을 통하여 기존의 행정서비스를 고도화하거나 새로운 행정서비스의 개발이 이루어져야 가능하다. 이를 통하여 정부, 공공기관, 일반시민, 민간기업 등이 쉽게 이해할 수 있고, 활용할 가능성이 높은 공공데이터를 창출하여 제공할 수 있을 것이다. 하지만, 이러한 행정서비스 혁신에는 불가피한 다양한 잠재적 역기능이 존재하며, 혁신에 부정적 영향을 미치는 저해요인이 존재한다. 본 연구에서는 행정정보 공유와 협업 활성화의 현주소와 사례들 그리고 이를 가로막고 있는 개인적, 조직적, 관리적, 법･제도적, 기술적 저해요인 등을 살펴본다. 이를 통하여 행정정보 공유와 협업 활성화를 촉진시키기 위한 방안을 모색해본다.
Abstract
The so-called Government 3.0 launched by the previous government prepared the ground for the public information sharing and collaboration among the central and local governments, or public and private sectors. The current government succeeds the spirit in the name of government innovation. The era of the fourth industrial revolution urges the government to utilize the cutting-edge technologies, such as Artificial Intelligence and Big Data in the area of public services. However, it is not possible to reach the goal until the public data produced by the government departments and public institutions can be truly shared, connected and integrated through the collaboration of the involved parties in order to enhance the public services. Then, the government can provide public services that public or private institutions, and the ordinary citizens are able to understand and utilize at ease. But it is also inevitable such an innovation should face some potential side effects, or deterrents and obstacles. This research studies the present state of the public information sharing and collaboration of the government by examining several examples, and tries to find personal, organizational, institutional and technical deterrents hindering the innovation. Some measures to expedite the sharing and collaboration of the public information are groped through the study.
