본 연구의 목적은 OECD 28개 국가를 대상으로 장애인복지관대성에 영향을 미치는 요인을 실증적으로 분석하는데 있다. 본 연구에 사용한 종속변수는 OECD(2010)에서 제시한 장애인복지관대성 지수이다. 그리고 장애인복지관대성에 영향을 미치는 독립변수로 경제적 변수(1인당 GDP), 정치적 변수(선거제도 유형 · 노동조합조직률), 및 사회적 변수(사회복지지출 비율)를 투입해 분석하였다. 개별결정요인 분석 결과, 첫째, 1인당 GDP는 통합정책관대성 및 종합지수와 유의한 정적 관계가 나타났다. 둘째, 선거제도 유형은 장애인소득보장관대성에 유의한 영향을 미치는 것으로 나타났다. 셋째, 노동조합조직률은 소득보장관대성, 통합정책관대성, 종합지수 모두에 정적인 영향을 미치는 것으로 나타났다. 넷째, 사회복지지출 비율 또한 소득보장관대성, 통합정책관대성, 종합지수 모두와 유의한 정적 관계가 있는 것으로 나타났다. 전반적으로, 본 연구에서 투입한 경제적, 정치적 및 사회적 변수들은 장애인복지관대성에 영향을 미치는 것으로 나타났다.
Abstract
This study explored the determinants on generosity of disability welfare policy in the economic, political and social aspect. This study used the data from OECD(2010) evaluating the generosity of disability welfare policy of OECD 28 countries in 2007 for the analysis. And this study investigated four determinant factors through regression analysis which are GDP per capita, electoral system typology, trade union density, and social welfare expenditure rate of GDP. The result of the individual determinant analysis showed as followings. First, The GDP per capita affected the generosity of disability integration policy in statistically significant level. Second, electoral system typology has a significant correlation with the generosity of disability compensation policy. Third, the power of trade union significantly affected on the generosity of disability compensation, integration and total index. Fourth, social welfare expenditure significantly associated with the generosity of compensation, integration and total index. Overall, it may be fair to say that the economic, political and social determinants affect on the generosity of disability welfare policy.
