본 글은 한국의 사회적경제발전이 사회서비스실천에 미치는 영향을 살펴본 것이다. 한국의 사회서비스실천은 개인과 가족단위 미시적 개입이 주류를 이룬다. 그 결과 사회구조적 차원의 변화에는 미치는 못하는 한계를 보였다. 현재 사회적경제활동을 통해 불평등 완화, 신규 고용창출, 사회서비스 문제해결 , 지역차원 공동체 재생 등 다양한 사회적 가치 창출이 시도되고 있다. 그 결과 사회적경제조직의 양적성장이 이루어졌다. 그럼에도 조직의 지속가능성의 측면에서 한계를 보이고 있다. 사회적경제 발전은 사회서서비스실천에 다양한 변화를 가져올 것으로 예측된다. 첫째, 사회서비스 제공과정에 사회적기업, 사회적협동조합 등 사회적경제조직의 활동이 확대되고 있다. 둘째, 시민의 조직적 참여를 기반으로 사회적 미션수행을 목적으로 하는 사회적경제조직의 활성화는 사회서비스실천에 당사자조직 등 다양한 시민들의 참여를 촉진하고 있다. 셋째, 사회적기업가정신을 가진 사회혁신가들의 사회서비스실천에의 참여가 늘어나고 있다. 넷째, 사회적경제의 발전은 서비스 이용자 선택권 확대 등 정부의 사회서비스 제공방식의 변화를 가져올 것으로 예상된다. 사회적경제조직은 시민사회의 자원과 민간시장영역의 자원을 사회문제해결에 동원한다는 측면에서 장점을 갖는다. 나아가 사회적경제조직의 미션이 서비스 제공, 권리 옹호, 지역사회통합이라는 복합미션수행에 대한 지향이 강한반면에 시장원리를 적용하고 있다는 점에서 사회서비스제공조직으로서의 장점이 부각될 수 있을 것이라 전망된다.
Abstract
This article examines the impact of social economy development on social service practice in Korea. The practice of social service in Korea is mainly composed of individual and family-based micro interventions. As a result, it showed limitations that can not be applied to changes in social structure. Currently, various social values such as inequality mitigation, new employment creation, social service problem solving, local community revitalization are being attempted through social economic activities. As a result, quantitative growth of social economic organization was achieved. Nevertheless, there is a limit to the sustainability of the organization. It is expected that changes in social service practice will be manifested in various aspects according to social economy development. First, the activities of social economic organizations such as social enterprises and social cooperatives are expanding in the process of providing social services. Second, the activation of social economic organization aiming at carrying out social missions based on citizen's systematic participation is promoting the participation of various citizens such as party organization in social service practice. Third, social entrepreneurs with social entrepreneurship are increasingly participating in social service practice. Fourth, the development of the social economy is expected to lead to a change in the way the government provides social services, such as expanding the choice of service users.
