한국의 ODA정책과 국가 정체성: 기원과 발전과정 (1986-2009)

이 논문의 기본적인 질문은 “왜 한국과 같은 개발도상국에서 대외 개발 원조 정책이 형성되어 발전해 왔냐”는 것이다. 이 질문에 답하기 위해 우선 기존 연구에서 다룬 개발 원조 정책의 원인과 설명의 틀에 비추어 한국의 사례를 조망해 볼 것이다. 이 논문의 주장은 한국의 경우 국가의 외교안보 전략이나 경제적 이익, 또는 사회적 가치의 반영과 같은 기존의 설명 방식보다는 ‘선진국 진입의 열망’이라고 할 수 있는 국제적 사회화의 결과, 또는 국가 정체성의 진화의 결과로 개발 원조 정책을 설명할 수 있다는 내용이다. 한국의 경우 특정한 물질적 또는 외교적 목표를 추구하는 수단으로 원조 정책을 발전시켰다기보다는 적어도 표면적으로 볼 때 상당히 이상적인 목표를 위해 정책을 기안하고 발전시켰다는 주장이다. 시기별로는 우선 정책이 처음 출범하여 제도적 기반을 마련하는 초창기를 살펴본다. 1986년 EDCF법을 통해 대외 개발 원조의 출범을 알렸고, 1995년 세계은행에서 개발도상국의 지위를 졸업함으로써 개도국과 선진국의 중간 입장에서 공식적으로 벗어났다. 이 시기는 한국 정치사에서 민주화와 그 공고화의 초기에 해당하는 매우 중요한 기간이며, 동시에 국제 사회에서의 위상에 대한 새로운 인식이 유행하는 시기이다. 그 후 10여 년간은 정책이 발전되는 시기라고 할 수 있는데 IMF 경제위기, 정권 교체, 사회의 동원과 같은 변수를 중심으로 정책과 담론을 분석한다. 이 기간은 특히 개방과 국제화, 세계화의 담론이 한국 사회를 지배하게 되는 이행기로 규정할 수 있다. 마지막으로는 2009년 OECD DAC 가입을 앞두고 부쩍 늘어나는 논의와 제도적 개혁을 중심으로 정책의 새로운 도약기를 검토한다. 특히 선진화의 담론과 대외정책의 쟁점을 연결하는 이데올로기적 연결 고리를 통해 드러나는 국가 정체성의 전략을 분석한다.
Abstract
This article aims at examining the Korean Official Development Assistance Policy in historical perspective since its inception in the years 1986-87 to the period 2005-2009, when Korea was preparing for its entry to the Development Assistance Committee of the Organization for Economic Cooperation and Development. The main argument of this paper is that the Korean case of ODA policy can't be explained by neither the American model of political influence, nor the Japanese model of economic influence. Furthermore, the Scandinavian model of social democratic inspiration can not explain the Korean policy. Instead, I propose to explain the Korean emergence of ODA policy by the international socialization effect with Korean bureaucracy trying to make the country accede to the developed and advanced nation status. Due to this particular historical origin and political developments, the Korean ODA Policy is characterized by an over-emphasis on statistical criteria and international status. Another characteristic is that Korean policy-makers and opinion leaders tend to emphasize the mercantilistic discourse even for aid policy, an attitude which can harm the successful policy implementation. Finally, the bureaucratic competition between the ministries in charge of foreign affairs and economy further complicates the development of the policy. In conclusion, I consider several ways to overcome this deadlock structure.
