대안적 방식의 사회적할인율 적용이 경제적 타당성 분석결과에 미치는 영향: 쌍곡선함수 방식과 지수함수 방식의 비교

본 연구는 최근 논의되고 있는 공공투자사업의 대안적 사회적할인율 적용방안, 즉 쌍곡선함수 방식 사회적할인율 적용의 타당성에 대해 살펴본 논문이다. 본 연구에서는 교통, 산업단지개발, 관광 및 휴양시설, 교육연수, 환경, 수자원등 공공투자사업이 이루어지고 있는 다양한 사업범주의 실제 편익과 비용 데이터를 사용하여, 쌍곡선방식의 사회적할인율을 적용한 경제적 타당성분석을시도해보았다. 또한 이러한 분석결과를 보편적인 지수방식의 사회적할인율을적용한 분석결과와 함께 비교해 봄으로써, 대안적으로 모색되고 있는 쌍곡선방식의 사회적할인율 적용가능성을 검토해보았다. 본 연구의 분석결과에 따르면, 쌍곡선방식의 사회적할인율 적용은 지수방식을 적용했을 때에 비해 사업의 경제적 타당성을 제고시킬 수 있지만 그 효과는 제한적인 것으로 평가되며, 특히이러한 효과를 기대하기 위해서는 최소 3세대 이상의 충분한 분석기간 확대가필요한 것으로 분석되었다.
Abstract
This study analyzes the effect of applying an alternative form of the social discount rate, which employs a hyperbolic functional form, to benefit-cost analysis for public investment projects in Korea. To enhance the generality of the analytic results, it uses benefit and cost data from actual preliminary feasibility studies across various categories of public projects. This study also compares the benefit-cost analysis results by using hyperbolic discounting rather than traditional exponential discounting. The results show that employing hyperbolic discounting and extending the analytic period leads to a higher benefit-cost ratio, but that the benefit-cost-enhancing effect is rather limited.
