쌍곡선함수 방식의 사회적할인율 적용이 자유무역지역개발사업의 경제적 타당성 평가결과에 미치는 영향에 대한 연구: 예비타당성조사의 사례를 중심으로

본 논문은 사회적할인율의 변화적용이 자유무역지역개발사업의 경제적 타당성 분석결과에 미치는 영향에 대해 살펴본 연구이다. 본 연구에서는 실제 수행된 예비타당성조사의 데이터를 활용하여 기존의 지수적 방식의 사회적할인율은 물론 최근 관심이 높아지고 있는 쌍곡선 방식의 사회적할인율을 적용한 분석도 시도해 보았다. 본 연구의 분석결과에 따르면, 사회적할인율을 인하적용하는 경우, 사업의 총할인편익과 총할인비용은 공히 증가하지만, 그 영향은 대칭적이지 않기 때문에 사업의 경제적 타당성은 개선되는 효과를 가져오는 것으로 나타났다. 한편, 쌍곡선 함수 방식의 사회적할인율 적용은 기존의 지수적 방식에 비해 미래세대의 발생편익을 우대하여 사업의 경제적 타당성을 개선시키는 효과가 있다고 알려져 있으나, 본 연구의 연구결과에 따르면 분석기간이 제한적인 경우 경제적 타당성을 오히려 악화시킬 수도 있는 것으로 분석 되었다.
Abstract
This study was done in order to analyze the effects of social discount rate change on the results of economic feasibility test of Free Trade Zone (FTZ) development projects. In this study, the actual data of preliminary test of FTZ have been employed for the simulations, that analyze the present values of cost and benefit across FTZ projects. During this process, both the prevalent exponential and the hyperbolic social discount rates have been utilized to ensure a balanced analysis. Afterwards, this study concluded that, if the social discount rates are decreased in exponential method, both the discounted benefits and the discounted costs will increase, but at different rates. Accordingly, the feasibility test results, represented by the benefit/cost ratio, reveal that they are at an improved rate comparative to current social discount rate. In the mean time, the hyperbolic method of applying social discount rates is known to put more emphasis on the benefits of future generations. However, it was revealed in the results of this study, given a limited time constraints in economic feasibility analysis, the test result is actually calculated to be lower than expected.
