고용상황과 실물경기간 관계 변화 분석

Is There a Structural Change in Output-Labor Relations? An Empirical Analysis of the Korean Economy

초록

본고에서는 2000년대 이후 주요 고용지표와 실물경기간의 관계가 변화하였는지여부를 고용의 실물경기 민감도 변화 및 고용 변동의 실물경기 기여도 변화로구분하여 실증분석하였다. 실물경기 민감도 변화 여부는 오쿤계수의 변화 여부를시변모수 추정과 구조변동 검정을 통해 분석하였다. 실물경기 기여도 변화 분석은스펙트럴 분석과 일반화주성분 분석을 이용해 고용지표로부터 실물경기 요인을추출하는 방식을 이용하였다. 분석결과 고용지표의 실물경기 민감도에 통계적으로 유의한 변화가 발생하였을 가능성은 높지 않은 것으로 나타났다. 반면 고용지표의 변동에서 실물경기 요인의 기여도는 글로벌 금융위기를 전후하여 크게감소하고 고용정책, 기업 구조조정 등의 비경기적 요인의 영향이 확대되는모습을 시현하였다. 이처럼 고용지표의 과도한 비경기적 변동은 유휴노동과 유휴생산과의 괴리를 확대시켜 총수요 관리정책의 적기 운용을 제약할 우려가 있다.

Abstract

This study investigates changes in output-labor relations in the Korean economy. We examine the relations in two ways; the sensitivity of the labor market to a change in the real economy and the contribution of the real economy to labor market variations. The first is examined using time-varying parameter analysis and the structural break test on Okun’s coefficient. To examine the latter, we use the generalized principle component and spectral density analysis to develop LCOIN, which captures variations in the labor indicators due to changes in the real economy. The empirical results find no significant change in the sensitivity, whereas the proportion of LCOIN in the variation in the labor indicators decreases considerably.
