우리나라 고용순환 변동: 부문내 비대칭성과 부문간 이질성

초록

경기에 대한 고용의 반응은 고용비용과 정보의 비대칭성 등으로 인해 확장기와 수축기에 비대칭적인 행태를 보인다. 또한 기업 전략이나 조정 비용의 차이에 따라 세부 고용 부문별로도 이질성을 보인다고 알려져 있다. 본고는 우리나라의 고용에서도 이러한 모습이 나타나는지 살펴보기 위해 Harding and Pagan(2002)이 제시한 방법을 활용하여 고용부문 내 비대칭성과 부문 간 이질성을 분석하였다. 분석결과에 따르면, 총고용은 대체로 대칭적인 순환 형태를 보였다. 그러나 각 고용부문은 순환국면에 따라 고용 순환의 대칭성이 다르게 나타나며 고용 부문 간에도 서로 다른 고용순환 특성을 보였다. 또한 고용에 대한 외환위기의 충격의 정도는 고용 부문에 따라 차이를 보였다. 이는 정책 등에 있어 고용총량만을 고려할 경우 각 개별 부문의 고유한 특성을 반영하지 못할 수 있음을 의미한다. 고용부문간 특성을 고려할 경우, 고용총량을 이용한 분석이 가지는 한계를 벗어나 타경제변수와 고용간 동학을 보다 현실적으로 이해할 수 있을 것으로 기대된다.

Abstract

The composition of employment is directly linked to the quality of labor force. The behavior of labor market or the implication of government policy will be effected to each sector in different ways. Therefore it is essential to focus on the characteristics of each employment sector, as well as total employment. In this view, I have attempted to analyze how different the characteristics of employment are among sectors by use of BBQ algorithm, suggested by Harding and Pagan(2002). Especially, I have focused on within-sector asymmetry and between-sector heterogeneity. According to results, total employment generally shows a symmetric pattern in cyclical behaviors. However, each employment sector shows different symmetric and heterogeneous pattern. Also, the extent of effects of financial crisis on employment varies among sectors. This implies that it could not apply sector-specific characteristic to make policies if we only consider total employment. Considering sector-specific characteristics, we can overcome the limitations an analysis only considering total employment and easily understand actual dynamics between labor and other macro variables.
