Abstract

This study investigates the relationship between government debt level and government spending multiplier using OECD countries’ panel data and an interacted panel vector autoregressive model. Unlike previous studies, this study estimates the effectiveness of government consumption and government investment, separately. The results show that the stimulus effect of government consumption is relatively larger than that of government investment, but the stimulus effect of both types of expenditure decreases significantly as government debt increases. The results suggest that the stimulus effect of government spending in high debt periods is smaller than expected.
