Abstract

The spread of COVID-19 that began in Korea in February 2020 resulted in a sharp decline in employment in the local labor market. Nonetheless, little is known about the channel through which these negative employment shocks asymmetrically impact different groups of workers. In this context, this study empirically examines how the employment impacts caused by COVID-19 vary with occupational characteristics such as teleworkability. Using data from the Local Area Labor Force Survey, we find that after COVID-19, working hours of service and sales workers have decreased, especially in industries requiring a face-to-face contact. By contrast, the working hours of workers in occupations with an option of a flexible switch to teleworking have slightly increased. This result implies that the adverse impacts on employment arising from the spread of COVID-19 have been somewhat offset by a rise in the working hours of those who have maintained their employment in occupations where it is easy to switch to teleworking. Considering that teleworkability tends to have a high correlation with the average wage level, the result provides useful implications in that it presents an alternative channel through which the outbreak of the pandemic has added to labor market inequality.
