고령자 복지정책을 통해보는 일본의 복지사회

초록

21世紀に日本にとって最大の課題が早いスピードで進行される高齡化であると叫ばれ、社會保障制度の拔本的な改革が急務であると廣く認識させている。高齡者政策は、これから日本の行く道を示す里程標になるはずである。從って、日本で高齡社會を向かえて考える福祉社會の將來は、單なる経濟や財政上の問題ではなく、むしろ新しいタイプの社會における說得あるいは意思決定の問題になると考えているらしい。小論は、高齡者福祉政策の轉換とともにそのような日本の福祉システムを明らかにし、これからの方向性を予想しようとするものである。そのため、本文の中でEsping-Andersenの福祉國家を分類する三つの枠組を借りて日本の福祉システムや福祉政策の特徵を說明する試みを行う。
