중국의 일국양제(一國兩制) 통일방안이 한반도에 주는 시사점

Abstract

The purpose of this study is to suggest response strategies for the collapse of North Korea and plans for the successful unification of South and North Korea focused on the implications of China’s “one country, two systems” unification plan for the Korean peninsula. The first step in preparing for stable unification is the utilization of North Korea's special economic zones and the improvement of the interactions between North and South Korea in the private sectors. Once mutual cooperation is institutionalized, we can buckle down to the second stage of the one country, two systems formula in the form of a federal union. At this stage, the South and North Korean regional governments are each able to have diplomatic and military authority. The third and last step is to generate perfect unification that would happen in the special circumstances of a sudden regime collapse in North Korea. If the regime collapses, the North and South societies must be separated for a certain period of time. The existing one country, two systems must be maintained and gradually developed from economic integration to politics area. For ensuring the effective maintenance of these policies on North Korea and the unification plan, a social consensus on the related government policy must be formed on the preferential basis.
