Abstract
The communication field is diffused with the whole industry and the market disciplined frequency is increasing about communication industry. Consequently with the professional regulative agency(KCC: Korea Communications Commission) and the general regulative agency (FTC: Fair Trade Commission) which besieges a communication market discord possibility is coming to be high and also the duplication regulative instance occurs actually about some issue. Specially the regulation reiteration of two regulative agencies and collision between the regulative agencies cause the inefficiency of policy and uncertainty of policy. Not only augments the opacity of the enterprise in the market person and the damage which is caused by the consumer returns so we need urgently the regulation setup re-triangular position of two regulative agencies. In this light, this paper suggests for the communication industrial advancement of dual regulatory structure and researches for the regulative reiteration problems and authority collision instances with analyze case by case the regulative structural condition of advanced nations.
