Abstract
The rapid advance in digital technologies lead to the convergence of telecommunication and broadcasting, which makes it difficult to divides the territory of traditional telecommunication and broadcasting, causes various legal problems.Specially it is problem that the convergences services of same type are regulated by different regulation organizations because of law system. Namely, It is problem that the different regulation organizations have in difficulty in regulating the same convergence service with common characteristics. So this study focus on the device regulation system to be able to adapt to convergence service with common characteristics of telecommunication and broadcasting. Therefore, the basic direction to improve the regulation system is as follows. First, as short-term plan, it is able to be considered to re-regulate the function of regulation organizations of telecommunication and broadcasting. Second, as mid-term plan, it is able to be considered to unify the regulation organizations of telecommunication and broadcasting. Finally, as internal organs plan, it is able to be considered to unify the Policy organization and the regulation organizations of telecommunication and broadcasting. Ultimately it is desirable to unify the law system of telecommunication and broadcasting. While current law system that the telecommunication and the broadcasting are separated is adhered, the convergence services of telecommunication and broadcasting will be able to be cover perfectly.
