Abstract

Egypt, a leading country of the media market in the Middle East, has been constantly controlling and suppressing the media in accordance with the times and ruling regimes. Under control of Napoleon, the Ottoman Empire, and British, the Egyptian media was used as a tool for political propaganda of the ruling regime and at the same time as a medium of resistance for political independence and freedom of thought. Following the Nasser regime, President Sadat and the Mubarak regime controlled the media by censorship to maintain dictatorial regimes. President Mursi and the current El-Sisi regime that took power after the Arab Spring in 2011 try to control the public who saw the possibility of democratization and hope through the legal regulations such as Cyber Terrorism Law and the Supreme Council of Media Regulation Law (SCMR Law), the present Sisi government controls the media more strongly than ever and blocks the eyes, ears and mouth of the public. As another dictatorship is prolonged, freedom of media is going backwards. This study analyzed the legal regulation of the media through the history of media control and censorship by the regime, and tried to figure out the backgrounds of Egyptian media’s remaining at the lowest level in the world.
