마키아벨리의 ‘시민형 군주’ 사상과 현대대통령제의 정치적 기원: 한국대통령제에 주는시사점

마키아벨리의 『군주론』 출간 이후 근대세계는 격변에 격변을 거듭했다. 그럼에도불구하고 마키아벨리가 자신의 주저인 『군주론』에서 펼쳐놓은 정치적 구상과 제도적 예시는 용어만 달리한 채 대부분 실현되거나 모습을 드러냈다. 이 글은 그의 『군주론』 제 9장에서 밝힌 ‘시민형 군주’ 이론이 현대 대통령제와 상당한 정치적친화성이 있음을 규명하는데 목적이 있다. 잘 알려진 대로 대통령제는 1787년 미국의 헌법제정 과정을 통해 처음으로 그 모습을 드러냈고 이후 정당정치와의 결합 속에서 민주공화제적 성격을 획득했다. 그렇다면 인류역사에서 권위주의적 특성을 부여받아온 1인 집행부, 곧 군주제와 인민의 의사를 대변하는 식의 민주공화제적 특성이라는 양가적 내지 모순된 성격을 한 몸에 체현한 대통령제는 어떤 사상을 통해발원했을까? 이 글은 마키아벨리의 『군주론』에서 드러난 ‘무장한 예언자’가 통치하는 ‘시민형 군주’ 사상을 공화제적 군주의 탄생으로 이해한다.
Abstract
After publishing Machiavelli, The Prince, the modern world has undergone a dramatic and profound transformation. Nevertheless, his political idea and institutional design mostly realized in world history with being changed of only their term. This article has a goal to examines a considerable political intimacy between the modern presidency and his ‘civil principality’ theory in the chapter ninth of The Prince. The modern presidency as a political institution, which it has first appeared in history through the process of making American Constitution in 1787, acquired the character of democratic republicanism by a combination of modern party politics ever since. If so, what kind of political thought did it result from that embodies both a democratic character of people’s representative and an authoritarian one of mono executive, which has been called, in human history, as monarchy? We trace the birth of the modern presidency to the ‘civil principality’ ruling by armed prophets in The Prince.
