본 연구의 목적은 사회적 약자와 소수자의 사회정의와 인권에 대한 한국인의 인식 을 경험적으로 진단하고 사회적 약자와 소수자의 인권 증진을 위한 정책을 제언하 는데 있다. 이를 위해 2017년 9월부터 11월까지 1,025명의 일반인 설문조사를 실시하였다. 본 연구에서는 사회정의를 인정, 공감, 공존의 관점에서 조명하고 사회정의 의 실현 조건에 대한 인식을 실증적으로 분석하였다. 분석 결과 일반인은 사회정의 의 실현을 위한 우선 조건으로 모든 사람을 인격적으로 대우하는 것을 1순위로 뽑 았다. 사회정의를 분배의 문제로 보는 사회적 통념과 다른 결과였다. 하지만 사회적 약자와 소수자가 우리 사회에서 인정받는 수준은 보통 이하라고 평가하였다. 특히 성소수자에 대한 관심, 친밀도, 권리 부여 정도가 낮다고 평가하였다. 사회적 약자 와 소수자에 대한 사회적 공감 정도 역시 낮게 평가하였다. 다수자와 소수자의 공 존에 대해서 일반인은 이주민 집단을 사회 구성원으로 받아들이는데 일정 정도 한 계를 가진다고 인식하였다. 그리고 이주민들이 사회에 미치는 긍부정 효과를 동시 에 인정하고 있지만 그들의 전통과 생활습관을 포기하도록 강요하지 않았다. 이와 같은 연구결과에 근거하여 사회적 약자와 소수자의 인권 증진을 위한 정책으로 인 권 관련 법 제도 시설의 보완과 강화, 사회적 약자/소수자와 일반국민의 인권의식 과 다문화수용성 증대, 소수자-다수자의 접촉과 교류협력의 증진, 인권친화적 매스 미디어의 개발, 사회적 약자와 소수자의 역량강화를 제안했다.
Abstract
This study aims to examine empirically South Koreans’ perceptions of social justice and human rights of the socially disadvantaged and minorities, and propose policy recommendations to improve their human rights conditions. We conducted a nationally representative sample survey of 1,026 ordinary Koreans and a survey of 35 professionals (researchers, activists, and organization leaders) during the period of September~November, 2017. In this study, we viewed social justice from the perspectives of recognition, empathy, and coexistence, and examined how ordinary Koreans prioritize prerequisites of social justice for the socially disadvantaged and minorities. Results show that ordinary Koreans chose ‘treating everybody respectfully’ as the first prerequisite. However, they evaluated that the socially disadvantaged and minorities are not well recognized as equal persons in Korean society. Especially, sexual minorities were ranked the lowest in terms of social attention, intimacy, and respect for human rights. The level of social empathy toward the socially disadvantaged and minorities was also evaluated low. Ordinary Koreans thought that there are limits to the coexistence between the majority and minority. Although they acknowledged both positive and negative effects of immigrants to Korean society, they did not demand the immigrants to give up their own traditions and ways of life. Based on these findings, we propose as policy recommendations reinforcement of laws, systems, and facilities to protect human rights of the socially disadvantaged and minorities, enhancement of human rights consciousness and multicultural acceptance, expansion of contact and mutual cooperation between the majority and minority, development of human rights-friendly mass media, and empowerment of the socially disadvantaged and minorities.
