한국 사회의 인권 상황 인식과 시사점 : 2022년 인권의식실태조사 자료의 IPA 분석

본 연구는 국가인권위원회에서 수행한 2022년 「인권의식실태조사」 자료를 활용하여 한국 사회의 인권 상황에 대한 인식을 분석한다. 자유권과 사회권으로 분류한 인권 영역별 만족도와 중요도를 살펴봄으로써, 우리 사회가 인식하는 인권의 현 상황을 진단한다. 연구자는 수정된 IPA(Revised Importance-Performance Analysis) 방법을 통해 「인권의식실태조사」에서 분류한 18가지 인권 영역의 인식을 평가했다. 분석 결과, 1) 현재 수준 유지가 필요한 영역은 ‘사상･양심의 자유’, ‘의견 제시와 표현의 자유’, ‘복지서비스를 받을 권리’로 나타났다. 반면, 2) 집중 개선이 필요한 영역은 ‘사생활과 개인정보를 보호받을 권리’, ‘평등하게 대우받을 권리’, ‘신속하고 공정하게 재판받을 권리’, ‘노동권’, ‘사회보장권’, ‘안전권’으로 나타난다. 3) 상대적으로 우선순위가 낮은 영역은 ‘공공 행정 및 정책 결정에 참여할 권리’, ‘환경권’으로 나타났으며, 4) 과잉투자를 지양할 영역은 ‘집회･결사의 자유’, ‘신체의 자유’, ‘종교의 자유’, ‘건강권’, ‘교육권’, ‘주거권’, ‘문화권’으로 나타났다. 이러한 결과는 한국 사회의 인권 상황에 대한 인식에서 사회권 보장의 필요성이 중점적으로 나타나고 있음을 보여준다. 이러한 결과는 정책 입안자들이 집중 개선이 필요한 영역에 우선순위를 두고, 인권 보호와 증진을 위한 정책을 고려해야 함을 시사한다.

Abstract

This study analyzes the perception of the human rights situation in Korean society using data from the 2022 “National Human Rights Survey” conducted by the National Human Rights Commission of Korea. The researcher evaluated the perception of eighteen human rights areas classified in the data using the Revised IPA (Importance-Performance Analysis) method. The analysis reveals that 1) the areas requiring current level maintenance are freedom of thought, conscience, and religion; freedom of opinion and expression; and the right to receive welfare services. In contrast, 2) areas requiring focused improvement are the right to privacy, right to equality and non-discrimination, right to a fair trial, right to work, right to social security, and right to life, liberty and security of person. 3) Areas with relatively lower priority are the right to take part in the conduct of public affairs and the right to a safe, clean, healthy, and sustainable environment. 4) Areas to avoid overinvestment are freedom of peaceful assembly and association, right to liberty and security of person, freedom of religion or belief, right to the enjoyment of the highest attainable standard of physical and mental health, right to education, right to adequate housing, and right to take part in cultural life. These results demonstrate that the necessity of ensuring economic, social, and cultural rights is prominently recognized in the perception of the human rights situation in Korean society. The findings suggest that policymakers should prioritize areas requiring focused improvement and consider policies to protect and promote human rights.
