넘치는 백서, 부족한 백서: 위험의 사회적 추적으로서 메르스 백서를 진단한다

2015년 메르스 사태 이후 백서의 ‘풍년’이라 불릴 정도로 많은 종류의 백서가 출간 되었다. 이러한 현상에 본 연구진은 “왜 이렇게 많은 백서가 출간되었으며, 다량의 백서는 위험의 사회적 추적 기제로서 제 역할을 하였는가?”에 주목하게 되었다. 이 글은 본격적인 논의에 앞서 메르스 사태를 다시 바라봐야 하는 이유를 제시함과 동 시에 백서의 기능과 역할, 백서로서 갖추어야 할 조건들을 정리하였다. 이러한 논의 를 기반으로 하여 메르스 백서가 넘쳤던 이유를 당시 한국사회의 특징적인 면모들을 통하여 추적하였다. 그리고 재난 백서의 모범사례로 여겨지는 캐나다 사스보고서를 참조하여 메르스 백서에 담겨있지 않은 내용들 – 다양한 목소리, 보상 논의, 사생활 및 인권 개념, 그리고 커뮤니케이션 전략 – 을 확인하였다. 마지막으로 제도주의적 관점에서 메르스 백서의 발간과정을 해석하고, 넘치는 메르스 백서의 실상을 지적함 으로써 재난 백서가 나아갈 방향을 제시하였다.
Abstract
Since the outbreak of MERS in 2015, many white papers have been published. In this context, this study focuses on “Why have so many white papers been published, and have they played their role properly?” This study provides a reason to reconsider the function, role and conditions of the disaster white paper. Based on these discussions, this study analyzes the causes of the overflow of the MERS white paper based on the characteristics of Korean society in 2015. This paper also refers to the final report of the SARS Commission, Spring of Fear, and identifies important contents not included in the MERS white paper: various voices, compensation, privacy and human rights, and communication strategies. Lastly, this study interprets the process of publishing a MERS white paper in an institutional approach and suggests a direction for the disaster white paper.
