푸드뱅크 사업과 먹거리 연대, 그 가능성과 한계

이 연구는 한국의 푸드뱅크 사업이 먹거리 연대의 기반 위에서 지역사회의 먹거리를 적절하게 보장하고 있는지, 아니라면 그 이유는 무엇인지 사례분석을 통해 알아본 것이다. 분석결과를 간략히 요약하면 다음과 같다. 기부식품의 안전은 법적으로강하게 규제되어 있기에 어느 정도 보장되고 있었으나 이용자의 기부식품 선택이나 배분의 적절성은 문제가 있었다. 무엇보다 기부식품의 종류가 한정되어 있었고, 양도 충분하지 않았다. 지역의 네트워크와 신뢰구조가 견고하지 않았고, 호혜적인자원교환이나 서비스 통합의 가능성도 높지 않았다. 지금까지 푸드뱅크 사업이 철저하게 지역화 되지 못한 채 양적인 성장 위주로 진행되었기 때문이었다. 결과적으로 푸드뱅크 사업이 지역사회에서 먹거리 연대의 중심으로 자리 잡기위해서는 이론적으로나 정책적으로 새로운 접근이 필요하였다. 첫째, 산업화된 식품이아니라 지역화된 먹거리가 제공되어야 한다. 둘째, 저소득층 일부가 아니라 지역주민 모두가 사업 대상자가 되어야 한다. 선별된 개인에게 기부식품을 제공하는 것이소비적 차원이라면, 지역주민 모두의 먹거리 보장은 생산적 차원까지 포괄한다. 셋째, 푸드뱅크 사업이 추구하는 먹거리 복지 개념이 지금처럼 시혜나 자선 차원의선별적 식품 제공이 아니라 지역주민 모두의 먹거리가 보장되는 보편적 먹거리 제공으로 전환되어야 한다. 마지막으로 푸드뱅크 사업의 정책 필요성과 사업 효율성을 높이기 위해서는 이를 학교급식과 같은 공공급식으로 인정하고, 이에 대해 충분한 예산을 지원하는데 사회적 합의가 이뤄져야 한다. 푸드뱅크 사업이 먹거리 연대의 기반 위에서 지역사회의 먹거리를 적절하게 보장하기 위해서는 이러한 인식의전환이 필요하다.
Abstract
The purpose of this case study is to investigate if the Food Bank Project based on food solidarity securely provides food to the local community, and if not, why not. The results of the study are as follows. The safety of donated food was guaranteed to some extent because it was strongly regulated by law. However, there were some problems with clients’ choice of donated food as well as the adequacy of distribution. Above all, only limited types of food were donated, and that insufficient. The local community did not have a solid network and trust structure, which was because the Food Bank Project focused on its quantitative growth rather than its localization. As a result, in order for the Food Bank Project to play a central role in food solidarity of the local community, a new theoretical and political approach is required. First, not industrialized food but localized food should be provided. Second, the project should be beneficial to the whole community as well as low-income groups. Third, the welfare for food security that the Food Bank Project seeks should be understood as securely providing food to the whole community rather than selectively distributing food among the poor. Finally, in order to increase the political necessity and efficiency of the Food Bank Project, it is necessary to recognize it as public food such as school food, and provide sufficient finances to it.
