본 연구는 남미공동시장이 출범한 지 30년이 지난 시점에서 역내무역 성과를 역내무역비중, 역내무역집중도(IRTI), 지역무역지향성지수(RTII) 세 가지 지표를 통해 분석하였다. 특히 이번 연구에서는 남미공동시장의 발전 과정을 여섯 개의 시기로 구분하여 시기별 역내무역의 특징을 살펴보았다. 분석 결과, 남미공동시장의 역내무역 부진은 추세적·구조적으로 회복이 어려운 상황으로 평가되며, 이는 회원국들의 결속력과 충성도를 약화시킬 가능성이 크다. 특히, 브라질과 아르헨티나 간의 소모적인 갈등으로 인해 남미공동시장은 내부 결속을 강화하고 침체된 역내무역을 회복하는 데 한계를 보이고 있다. 따라서 향후 남미공동시장은 내적인 제도적 공고화보다는 유연화를 통한 외연적 확장에 집중할 가능성이 크다.
Abstract
This study examines MERCOSUR’s intra-regional trade performance 30 years after its establishment focusing on three key indicators: intra-regional trade share, intra-regional trade intensity (IRTI), and the regional trade introversion index (RTII). MERCOSUR’s development is analyzed across six distinct periods, highlighting the characteristics of intra-regional trade in each phase. The findings suggest that MERCOSUR’s weak intra-regional trade performance is difficult to reverse due to both structural and long-term trends, potentially weakening the cohesion and loyalty of its member states. The ongoing conflict between Brazil and Argentina has particularly hindered efforts to strengthen internal cohesion and revive stagnant trade. As a result, MERCOSUR is likely to focus more on outward expansion through flexibility rather than strengthening its internal institutional framework.
