Abstract
A Review on the Correlationship between Climate Change and Security - Focusing on the Role of UN Security Council Concerning Climate Change - * Associate Professor, School of Law, Wonkwang University. Kim, Sung-Won* The 21st century would be marked as the century of risk society. Along side with traditional security issues, such as war, armed conflict and border disputes between States, new threats, which are not understood as serious concern for international society, including degradation of environment, massive violation of human rights, devastating natural disasters and spread of infectious diseases, are situated at the forefront of security issues. Since the main function of international law is to maintain the peace and security of international society, international law should make an effort to address with these new challenges effectively. The raison d’être of international law would be dependent on whether international law could wrestle with these new challenges successfully or not. Among these new challenges, climate change would be ranked as a high priority concern for international society. Viewed as various perspectives of security including states security and human security, climate change would be placed at the center of security issues because climate changes could disrupt daily lives of individuals and be potential threat to the very existence of States. In this context, international law should make a huge contribution to reducing security threats derived from climate change. Also, international law should pay much attention to various concepts of security including threat multiplier, climate security and climate conflict, which is relevant perspectives for addressing climate change’s threats. Understanding climate change’s threat as security issues would trigger the involvement of the UN Security Council because the UN Security Council take a first responsibility to maintain the peace and security of the international society. In this context, lots of positive expectation would be poured into the role of the UN Security Council as the main engine for the settlement of climate change’s problem. In order to address the climate change’s threat effectively, the UN Security Council should explore every possible ways such as using its quasi-legislative action, interpreting UN Charter evolutionally and the comprehensive inter-institutional approach including active cooperation with UN Framework Convention on Climate Change regime. It is high time for the UN Security Council to stand against the potential catastrophe of climate change. Embracing new concepts of security positively and making a bridge with other institutions would be definitely needed for the UN Security Council with regard to the successful management of climate change’s security threats.
