Abstract

Climate change is threatening the survival of the human being. However, the impact of climate change appear larger to poor countries that have limited recovery capabilities and resources, as well as the poor to a particular layer. In other words, the impact of climate change depend on the region, appear differently depending on the country. According to the geographic location or economic condition, it seems large difference. However, due to the international system or the social structure, climate change impacts on a particular country or a particular groups. In this context, climate change is simply not a natural phenomenon, but a social structural problem. The notion of vulnerability is an effective starting point of climate change discourse since it has been an important component of the climate change legal regime since its inception. Vulnerability applies both at level of states and people. The notion of vulnerability, a central element of the climate change regime, emphasises the fact that countries and people are not similarly placed when it comes to making choices that influence their contribution to climate change or when it comes to the impacts of climate change. The poor are the most vulnerable to climate change, they are also the most affected by ongoing damages. Today, climate change causes climate inequality. This is discussed in this paper. In this paper, I will analyze the vulnerabilities to climate change through the lens of climate justice, and I seek to find solution for the vulnerabilities to climate change through the realization of climate justice. I also analyze the contents and types of environmental justice and climate justice. Given the broad-based nature of climate change, the focus of laws and policies related to climate change has never been exclusively environment. Economic, trade, human rights and social issues have, for instance, played a key role from the outset. While environmental and economic considerations have been central to the climate change legal regime, the same cannot be said for its human rights and social aspects. Thus, the issue of climate change is recognized as asocial structural problem, to solve economic and political problems which is caused by climate change, there is a need to respond in terms of social justice.
