열린 학습사회의 교육체제 재구조화와 방향성 고찰

세계의 교육개혁은 학습사회를 구현하는데 초점을 맞추고 있다. ‘평생학습‘을 국가 및 시민 사회 발전의 필수불가결한 동력으로 인식하면서, 유연하고 통합적인 학습사회의 도래를 도모하고 있는 것이다. 평생학습태제에서 교육체제를 재구조화하는 다양한 시도 가운데 하나로서, 학교를 중심으로 한 교육 영토의 대통합과 평생학습 인프라 구축이 강조되고 있다. 그렇기에 평생교육학 영역에서 학교교육을 다시금 성찰하는 것은 분명 중요한 지점이다. 이에 본 연구는 교육시스템을 둘러싼 담론과 실천의 새로운 변화를 읽고, 그 변화의 방향과 주요 조건들을 분석하였다. 즉 평생학습체제에서 교육시스템의 재구조화란 무엇을 의미하는지 이론적으로 고찰하였고, 공교육체제에서 교육 영토의 유기적 연계는 어떤 방향에서 이루어지는가를 탐색하였다. 연구 결과 첫째, 교육시스템은 다양한 교육 주체 및 학습자의 역량을 강화하기 위해 통합적 교육과정을 개발하고 네트워크에 기반을 둔 교육환경을 구축하는 방향으로 변화해야 함을 확인할 수 있었다. 둘째, 다양한 학습자의 교육 활동을 시간적 흐름에 따라 조정하는 ’수직적 통합‘과 학교 담장을 벗어나 지역 사회에서 연계를 이루는 ‘수평적 통합’이 교육시스템 변화의 핵심 조건임을 도출하였다. 셋째, 평생학습지원체제를 실현하기 위한 교육시스템은 연대적 통합성, 사회적 공공성, 학습기회 접근의 개방성 확보라는 큰 방향에서 재구조화되는 방향으로 진전되어야 한다. 따라서 학습사회에서 교육시스템은 정형화된 단일 체제나, 교육제도간의 물리적 병합이 아니라, 학령기는 물론 성인 학습자의 다양한 경험이 학교, 가정, 산업체, 지역사회에서 경계 넘기를 통해 유기적으로 연계·통합될 수 있는 질적 변혁이 부단히 요구된다.
Abstract
Recently many developing countries have made lots of efforts to build a Lifelong Learning Society. A discourse and practice of Lifelong Education plays a significant role to enhance educational innovation. This inevitably leads a re-structuralization of education system in many dimensions. This study has identified why, what, and how the re-structuralization of education system could develop while exploring its theocratical epistemology and practical change in the field of education. Findings of this study showed that a new education system should establish an integral curriculum and network-based educational environment with different education participants and groups. Second, various learners' 'vertical integration' of their educational activities along diversified learning biographies and 'horizontal integration' between formal school sectors and local sectors are pivotal conditions to establish a new education system in a Open Learning Society. Third, a re-structured education system would assure a solidarity based integration, social publicity and extending an openness for fair learning accessibility for different learners. Thus this study underlined that a new education system should be re-organized to intensify an organic networking and reciprocal integration among different sectors, crossing heterogenous borders of formal school systems, local community and learners' individualized life world.
