ASEAN 교육개발협력 전략의 국가 비교 : 호주와 일본을 중심으로

최근 ASEAN 지역의 경제적 부상과 함께 동남아시아 개도국에 대한 주변 선진국들의 관심과 지원이 확대되고 있다. 특히 ASEAN 연합체의 회원국인 동남아시아 국가들의 미래 투자 가능성과 신흥소비시장으로서의 높은 성장잠재력을 가진 것으로 평가됨에 따라 교육개발협력을 기초로 한 인도주의적 지원과 함께 협력파트너로서 자국의 발전을 도모하고자 하는 주변국들의 움직임이 활발히 진행되고 있다. 2010년 OECD DAC 회원국 가입 후, 우리나라 역시 교육부문의 개발협력에 대한 관심과 지원이 확대되고 있는 이 시점에 ASEAN 국가에 대한 교육개발협력의 유용성에 대한 검토가 필요하다. 이 연구는 ASEAN 국가의 핵심 지원국인 호주와 일본의 교육개발협력 전략을 살펴봄으로써 우리나라 정책에의 함의점을 도출하는 것을 목적으로 한다. 연구 결과 지리적 접근성에 기초한 전략적 집중 지원 정책, 수원국 국가발전계획에 기초한 맞춤형 교육개발협력 전략 수립, 장기적인 차원의 개발협력 전략수립의 필요성, 아시아지역의 공동체 구축을 위한 노력, 교육분야에서 통합적 전략체제와 평가시스템의 필요성, 국제기구와의 협업에 기반한 관련 기관과의 긴밀한 연계 협력 체계의 필요성 등을 우리나라 교육개발협력에의 시사점으로 제시하였다.
Abstract
This study purports to draw out the implications for Korea's policy on educational development cooperation especially toward ASEAN countries through comparative analysis of two donor countries, Australia and Japan. Based on the result of its analysis, this study concludes with the following suggestions for Korea's educational development assistance policy toward ASEAN countries: the need for strategically concentrated development aid on neighboring countries; for customized education strategies for specific recipient countries; for a long-term approach toward development cooperation; for building cooperative community in Asia; and an integrated strategic system in education, systematic evaluation criteria, and close association with related agencies including international organizations With the economic rise of the ASEAN regions, the member nations have been receiving great interest and support from the surrounding countries. Moreover, they are known for possessing high potentials of increasing investment opportunities as emerging markets, for which those surrounding countries try to support them not only for humanitarian purposes but also for their own economic growth through cooperative partnership. Since 2010 when South Korea became a member of OECD DAC, it has been expanding its interest in providing educational development aid for developing countries, especially ASEAN countries. Analytic review is now needed to raise the efficiency of the partnership in the future.
