본 연구는 교육산업적 관점에서 본 평생교육의 의미에 대한 고찰로써 평생교육기관들의 집합체를 교육경제학적 개념인 교육산업으로 보고, 평생교육산업의 규모를 측정하기 위한 체계를 확립하기 위해서 평생교육산업에서 어떤 의미를 가지고 있는지 알아보는 것이 이 연구의 목적이다. 문헌분석을 통해서 평생교육산업의 실태를 파악하고 평생교육산업의 전망과 정책의 함의를 살펴보고자 한다. 산업사회로부터 지식정보사회로의 변환은 교육에 있어서 많은 변화를 가져온다. 노동시장 상황의 변화와 인구구성의 변화에 능동적이어야만 한다. 평생교육을 뒷받침 할 수 있는 조건의 성숙으로 교육의 정책적 함의로는 기초 자료의 수집, 정보인프라 구축, 원격교육의 활성화, 학습자 지원과 교육공급자의 연계에 있다고 본다. 평생교육을 위해서 국가는 평생학습을 지원하는 각종 세금감면혜택과 기업들을 대상으로 하는 학습지원을 유인하는 방안을 적극 활용하여야 한다. 또한 개인차원의 학습투자는 국가나 기업차원의 재정적 지원과 함께 개인의 학습편의를 제공하는 학습인프라의 구축이 선행되어야함을 시사한다.
Abstract
The purpose of this study is to explore the education industry perspective on the meaning of lifelong education. Therefore, we need to make a system of lifelong education. First, changing of the knowledge-based industry from industry society. Second, changing of the labor market situation. Third, changing of the population structure. Fourth, the growth face of technical requirement on the base of the lifelong education. Policy issues are the collection of the preliminary data, the building of the data infrastructure, the vitalization of distance learning, the learner support policy, the education supplier policy. For lifelong education, the nation gives the various tax exemption benefit as supporting lifelong education and uses application business object learning plan actively. Also, individual level learning investment takes precedence learning infrastruction building as individual learning convenience supports with the nation or the business level financial supports.
