이 논문은 유럽연합(EU)의 평생학습 전략과 정책 담론을 분석하고, 그것의 교육학적 의미와 정책적 시사점을 논의하였다. 근래 들어, EU는 시장통합과 지식기반경제를 위한 중요한 전략으로서 평생학습을 강조하였다. 이 논문에서는 EU의 구체적인 평생학습 정책 방안과 실천 사례들을 검토하여 세 가지 정책 담론을 논의하였다. 그것들은 평생학습의 경제사회적 재개념화, 평생학습의 표준화, 그리고 평생학습의 사사화와 사회적 파트너십의 조화였다. 이러한 담론들을 분석하여 평생학습의 패러독스와 자승자박의 가능성을 밝히고, 더 교육적인 동시에 현실적인 평생학습 대안의 모색을 제안하였다.
Abstract
I analyzed European Union's lifelong learning strategies and policy discourses and discussed the implications. Recently, EU emphasized the importance of lifelong learning as an strategy for market integration and knowledge economy. I examined EU' lifelong learning policies and the implementation and discussed three policy discourses. These were socioeconomic reconceptualization of lifelong learning, standardization of lifelong learning, and integration of privatization and social partnership in lifelong learning. After analyzing these discourses, I addressed the paradox of lifelong learning discourses, and suggested educative and concrete alternatives for lifelong learning.
