혁신자치학교의 성과와 과제에 대한 탐색적 연구 -세종혁신자치학교를 중심으로-

지역주도 교육 혁신 지원 사업이나 교육발전특구를 통해 공교육 틀 내에서 교육력 제고를 위한 학교 자율성 확대와 지역발전 전략과 연계한 교육역량이 강화되고 있다. 이러한 흐름 속에서 대부분의 시·도교육청은 학교혁신의 지속 가능성과 혁신학교의 질적 심화를 위한 미래형 혁신학교를 준비, 운영하고 있다. 이 연구는 미래학교를 준비하는 세종혁신자치학교의 성과와 과제에 대하여 탐색함으로써, 혁신자치학교의 우수한 교육 활동이 미래학교에 전가되고, 당면한 과제를 해결하기 위해 방안을 모색하는 데 초점을 두었다. 이를 위하여 혁신자치학교 이해관계자인 학교장, 혁신부장, 교원, 교육청의 교육전문직원 등 총 11명을 대상으로 심층면담을 진행하였다. 주요 연구 결과는 다음과 같다. 첫째, 혁신학교와 다르게 학교자치를 내실화하고 있었으며, 학교 구성원들은 혁신에 대한 공감과 이해도가 더욱 높았다. 둘째, 학교 구성원의 학교 참여 기회가 비교적 많은 편이며, 구성원 간 소통과 협력이 활발하게 일어나고 있다. 셋째, 지역사회와 연계된 사업이 비교적 원활하게 추진되고 있었으며, 지자체나 유관기관과 협조를 통해 외부에서도 교육활동이 활발히 이루어지고 있다. 넷째, 교육청으로부터 혁신자치학교에 대한 지원에 대한 구성원의 요구가 나타났다. 이를 바탕으로 혁신자치학교의 미래학교로 전환을 위해 학교자치의 강화, 교장의 민주적 리더십 함양, 교육발전특구 사업 연계 운영, 단위학교의 교육디자인화를 제언하였다.
Abstract
Regional-led educational innovation support projects and special educational development zones are laying the foundation for local talents to receive quality education and settle in a region. Amid this trend, most metropolitan and provincial offices of education are implementing various projects to discover future school models. In particular, Sejong City is transforming into a hub for autonomous innovation schools and is focused on discovering future school models. This study aims to pass on the excellent educational activities of autonomous innovation schools to Sejong Future School and address fragmented tasks by examining the accomplishments and challenges of Sejong Autonomous Innovation School. To achieve this, in-depth interviews were conducted with a total of 11 stakeholders of the autonomous innovation school, including the principal, the head of the innovation department, teachers, and education professionals at the Office of Education. The main research results are as follows: First, in contrast to general innovation schools, autonomous innovation schools internalize school autonomy, and school members demonstrate higher empathy and understanding of innovation. Second, autonomous innovation schools offer ample opportunities for school members to participate in the school, and communication and cooperation among members actively take place. Third, projects linked to the local community are promoted relatively smoothly, with educational activities actively extending beyond the school through collaboration with local governments and related organizations. Fourth, there was a request from school members to the Office of Education for support for autonomous innovation schools. Drawing from these results, establishing a foundation for school autonomy within general schools, enhancing principal leadership training programs, integration with special education development projects, and refining the educational design of unit schools are recommended.
