상대적 이익관점에서 본 GTI와 동북아 국제협력

초록

1992년 유엔개발계획(UNDP)에 의거 두만강 개발계획(TRADP)이 시작되었고, 그 사업의 성과가 기대에 미치지 못하자 2005년 광역 두만강 개발사업(GTI)으로 전환되었다. GTI 사업 범위는 몽골, 중국, 러시아, 북한, 한국 지역이 해당하나 2009년 북한이 탈퇴함으로써 4개국이 회원으로 구성되어 있다. 이 개발계획이 26년째 큰 진전을 하지 못하는 이유로는 남북한 간의 대립, 그리고 두만강 개발사업에 관여한 국가 간 이해관계의 상충을 들 수 있다. 이 글에서는 이 지역 국제협력의 상황을 이해하기 위하여 신현실주의 이론 중 상대적 이익(relative gain)이라는 개념을 적용한다. 동북아에 위치한 중국, 러시아, 한국, 북한 등, 각 국가 간의 이익이 서로 충돌하거나 상대적 이익 관계가 복잡하게 얽혀진 것을 동북아 국제협력 저해 요인으로 본다면 각 국가 간의 상대적 이익에 대한 분석이 동북아 국가 간의 국제협력 문제를 푸는 중요한 요소가 될 것이다. 본 논문에서는 동북아 국제협력의 내용인 GTI 사업을 중심으로 중국의 창지투 선도구 개발사업, 북한의 나진‧선봉 특별지구, 러시아의 극동개발 사업인 자유항제도와 선도개발구에 대하여 정리하고, 이러한 각 국가의 사업 프로그램을 국제협력이라는 차원에서 풀어나갈 해법을 제시할 것이다.

Abstract

According to the United Nations Development Program (UNDP), the “Tumen River Area Development Program” (RDP) has been developed In 1992, but it did not live up to its expectations, and in 2005 it has been transformed into GTI. The scale of the GTI program covers such countries as Mongolia, China, Russia, North Korea and South Korea, but in 2009 North Korea withdrew from the program, and now it includes only four countries. The reason why the GTI Program has not been progressed significantly over the past 26 years is due to the difference in interests of the countries participating in the “Tumen River Basin Development Program” and the conflict between the two Koreas. In order to present the peculiarity of international cooperation in this region, it is necessary to clarify such a notion of “new realism” as relative profit. If we consider the differences in the national interests of the countries of Northeast Asia, such as China, Russia, South Korea, North Korea, as well as the complexity of the relative interests as a barrier to international cooperation, then an analysis of the relative benefits between countries will become an important factor in solving the problems of international cooperation between the countries of Northeast Asia. In this article, we will analyze the principles of international cooperation of the Northeast Asian countries within the framework of the Chinese “Changchun, Jilin city, Tumen” development program, the North Korean Free Economic Zone Rason, Russian programs for the development of the Far East “Free Port ‘and’ Special economic zones,” taking as a basis of the program of GTI. The goal of this paper is to propose ways of development based on such programs for each country. Currently, the area of ​​GTI program is one of the main target areas of the “New Nordpolitik” promoted by South Korean President Moon, Jaein. This is the place where the participating countries are ready for the speedy implementation of this program.
