Abstract

This study analyzes economic disparities across regions during the period of transition in Russia using the CV(Coefficient of Variation) and the regional Gini coefficient for per capita GRP(Gross Regional Product). The income Gini coefficient is falling slightly after 1999 when the economy growth was realized. But CV for revenue collections and budget spending across regions increased steadily over the 1994~2001 period. The regional Gini coefficient continuously rose during the research period. Economic power are increasingly concentrated in high-income regions including Moscow city and Tyumen oblast. The high degree of industrial specialization, decentralization, and the non-symmetrical relation across regions have significantly contributed to the regional disparities. Especially, increase in energy price in the international market enabled regions that are abundant in natural resource to gain benefit by earning enormous income. Meanwhile, Putin administration is trying to implement policies that focus on the powerful central government. The strong central government will contribute to the interregional income equality.
