초록
The occurrence of vacant houses and urban decline in a small city of the Republic of Korea (Korea) is emerging as a social problem. A study on the policies for urban regeneration referring to the city of Buffalo, New York in the United States, which experienced the population decrease and urban decline earlier, can help find a solution for the Korea’s emerging case. This study investigated various policy measures implemented in the Buffalo region for urban regeneration and identified policy implications for Korea. Various methods were applied for this study: a literature review, a local expert interview, policy inventory surveys, a site visit to the PUSH Green Development Zone, financially-extended policy program analysis for identifying policy trends and finding implications. The identified policy programs were evaluated with criteria of feasibility, budget, and impact after classifying to be used for policy analysis and applied in a small city of Korea. Some lessons that could be learned from this study were the importance of leadership in the public sector, investment in social overhead capital, and strength in the capacity of local residents. The result will be useful for a basis in various urban regeneration projects not only for small cities in Korea, but also for other Asian developing countries in the future.
