한국 도시쇠퇴의 원인과 특성

초록

이 논문은 정부의 도시재생 연구사업의 일환으로 수행된 전국 도시쇠퇴 실태조사 결과를 종합하여 한국 도시쇠퇴의 원인과 특성을 도출한다. 전국 84개 도시의 쇠퇴실태는 통계자료분석, 현장관찰 및 면접, 사례연구를 통해 조사, 분석되었다. 조사결과에 대한 종합적 해석을 통해 한국 도시의 쇠퇴는 서구의 그것과 다른 고유한 원인과 특성이 있다는 점을 논의한다. 서구도시의 경우, 도시쇠퇴는 지역적 경제부진으로 인해 지속적으로 인구, 고용, 소득수준이 감소하고, 이에 따라 각종 사회적 문제와 물리적 쇠퇴가 일어나는 과정으로 이해되고 있다. 한국의 도시에 있어서도 표면적으로는 서구도시와 유사한 쇠퇴과정이 나타나지만, 구체적인 쇠퇴의 원인과 결과는 역사적, 사회경제적, 문화적 맥락의 차이에 따른 고유한 특성을 나타낸다. 한국 도시의 재생전략은 이러한 특성을 토대로 수립되어야 함을 시사한다.

Abstract

This study interprets the result of a national urban decline study sponsored by Korea Urban Renaissance Center. All of 84 cities nationwide have been examined based upon statistical information, field observation, local interviews and selected case studies. What is emerging is a unique pattern of Korean urban decline which is distinguishable from Western cities. In the West, urban decline is understood as a process that regional economic problem causes a continuous decrease of population, employment and income levels as well as social problems and physical decay. Korean cities have undergone a similar declining process at the general level. The specific causes and patterns of urban decline, however, are widely different from the West due to unique historical, socioeconomic and cultural context of Korean cities.
