교통안전과 소통을 고려한 합리적인 속도제한 기준 제시에 관한 연구

Abstract

Safety speed 5030, the highest speed limit lowering policy in urban areas implemented from April 17, 2021, was introduced to prevent traffic accidents and reduce pedestrian traffic accident deaths. However, side effects such as resistance from some drivers and an increase in rear-end collisions are occurring as a result of the speed limit being lowered on roads in all urban areas without considering the road rating and surrounding conditions. In addition, the speed limit of interstate roads such as Boulevards has been lowered to 50km/h, and in some sections, traffic designations have been created and traffic congestion is intensifying due to the 30km/h downward adjustment due to child protection zones. Therefore, this study classified urban roads into general and protected sections to calculate accident costs and delay costs resulting from the speed limit adjustment, and established a reasonable speed limit standard in consideration of traffic safety and communication aspects. This study is expected to be used as a standard for more efficient speed limits in that it considers not only traffic safety concurrent with traffic communication for speed limits in urban areas. In addition, it is expected that the safety speed 5030 policy will be presented as a more developed policy in the future using this study.
