외국인력 도입의 내국인 고용 영향: 사업장 수준의 월별 자료 분석

비전문 외국인력이 사업장 내의 내국인 고용에 미치는 영향은 그동안 자료의 한계로 인해 밝혀내기 어려웠다. 본 연구는 고용허가제에 등록된 외국인 행정 DB로부터 개인별 고용 이력을 추출하여 사업장 수준의 월별 외국인 고용 현황 자료를 생성하였다. 이 자료를 고용보험 DB를 통해 구축된 사업장 수준의 월별 내국인 고용 현황 자료와 매치시켜 2004년부터 2010년까지 외국인 고용 사업장의 월별 내․외국인 근로자 수를 파악할 수 있었다. 사업장 및 시간 고정효과 모형의 분석 결과, 내․외국인 고용이 동월간에는 주로 보완성을 보였다. 그러나 시차변수를 도입한 그랜저 인과성 검정 결과, 외국인력이 사업장에 유입된 지 2~3개월 후에는 내국인 고용의 부분적인 대체가 발생한다는 것이 드러났다. 그 양태는 업종, 외국인력의 체류자격, 내국인 근로자의 특성 및 직종에 따라 달랐는데, 주로 특정 직종의 저학력․저숙련 고용에 부정적 영향을 주었다. 외국인력에 의한 취약계층 근로자의 대체는 존속성이 상대적으로 낮은 사업장에서 주로 일어나는 것으로 보이는바, 이를 외국인력정책 및 산업정책에 고려할 필요가 있을 것이다.
Abstract
It has been difficult to uncover the actual impact of the inflow of non-professional foreign workers on domestic employment at the workplace due to the limitations of data. We extracted individual employment history from the administrative database of all foreigners registered in the Employment Permit System and constructed monthly foreigner employment data at the workplace level. This data was matched with monthly domestic employment data at the workplace level, which was established through the Employment Insurance database, to figure out the monthly number of Korean and foreign workers at foreign employment workplace from 2004 to 2010. As a result of the analysis using workplace and time fixed-effects models, the employment of domestic and foreign workers was mainly complementary during the same month. However, the results of the Granger causality tests reveal a partial replacement of domestic employment two to three months after the inflow of foreign workers into the workplace. Such substitution effects varied depending on industry, the status of foreigners’ stay, domestic workers’ characteristics and occupations. The replacement of domestic workers in vulnerable groups by foreign workers seems to occur mainly in workplaces with relatively low survivability, which will need to be considered in labor importation policy and industrial policy.
