로자가 제기한 과소소비론의 비밀은 그가 만든 확대재생산표식에 있다는 것을 이 글에서는 증명하려고 한다. 마르크스가 만든 확대재생산표식에는 C/V, S/V가 연도에 따라 변동하지 않는데, 이것은 마르크스가 “자본주의적 축적에 따라 자본의 유기적 구성이 고도화하고 잉여가치율이 상승한다”고 주장한 것을 제대로 반영하지 못하고 있다고 로자는 비판했다. 이리하여 로자는 자기 자신의 확대재생산표식을 만들어 내는데, 여기에서 그는 “자본주의적 생산은 인간의 필요를 충족시키는 것을 목적으로 하지 않는다”는 사실을 ‘생산재부문의 선도적 역할’로 착각함으로써 과소소비론에 빠지게 되었다.
Abstract
Rosa reformulates her own expanded reproduction scheme by introducing the rising C/V and S/V into Marx’s original scheme keeping the figures of the annual production as well as the rate of accumulation in Department I intact. She adjusts the figures of Department II in order to correct the imbalances arisen due to the rising C/V and S/V. It means she recognizes the leading role of Department I in capitalist economy. The consequent reproduction scheme shows the ever declining rate of accumulation in Department II. She asserts that if capitalists in Department II refuse to consume the ever rising portion of surplus consumer products, they can’t find any other buyers in capitalist society, so that they must export them to the non-capitalist regions. It is the chief reason for imperialist incursions into primitive countries. What I have shown is that if she adopts the leading role of Department II, the resulting reproduction scheme reveals the ever declining rate of accumulation in Department I, quite opposite to her conclusion. The real problem is her adherence to the leading role of Department I which is based on her complete erroneous identification of the thesis that capitalist economy does not aim to satisfy the requirements of people with the contention that Department II can’t lead capitalist economy.
