본 논문에서는 환경문제를 자본의 순환 과정에 비추어, 환경오염의 발생을 자본의 생산 영역으로, 오염에 의한 피해의 확산을 자본의 유통 영역으로 나누어 분석하고자 한다. 자본은 부를 균질적으로 나눌 수 있는 양적 무한성으로 취급하기 때문에 자연의 질적 다양성과 양적 유한성은 대립한다. 이것이 바로 사용가치와 가치의 모순에 기반 한 자본에 의한 환경문제의 발생이자 악화다. 생산 영역에서 발생한 환경오염의 결과는 유통 영역에서 환경 불평등으로 나타난다. 생산 영역의 계급관계와 유통 영역에서 소비자들 간의 관계는 자본 관계로 통합되고 양자는 구별된다. 다시 말하면, 생산 영역에서의 착취관계와 유통 영역에서의 환경 불평등은 형태상 구별되지만, 양자는 자본주의적 생산의 동일한 내용이 다른 수준에서 표현된 것에 불과하다. 이러한 논의는 노동(조합) 운동과 환경 운동 간 갈등의 원인을 이해하고 연대를 위한 이론적 기초를 제공해줄 것이다.
Abstract
In the light of Marx’s capital relation, this study examines how the difference between production and circulation spheres influences environmental problems, which assists to analyze the formative processes of environmental pollution and environmental inequality, strongly linked to class relations and socioeconomic status. The capital accumulation processes by the exploitation of labor inevitably leads to an outbreak of environmental problems and deterioration. Labor exploitation in the sphere of production appears different from environmental inequality in the sphere of circulation although both are subject to the capitalist mode of production. Capital-labor relations in the sphere of production are transferred to producer-consumer relations in the sphere of circulation sphere. This process strengthens a cycle of capital relation as production seeking to increase profit tends to exploit labor and deteriorate natural resources. The results of this study help to understand a conflict between trade union movement and environmental movement, and to offer fundamental theory for their solidarity.
