수출주의 축적체제에서의 생태위기에 관한 시론적 연구 : 환경적 조정 전략을 중심으로

초록

생태위기가 가속화되면서 물질대사균열, 자본주의 2차모순, 생태적 현대화, 세계체계적 접근, 축적전략적 접근 등 자본주의 사회에서의 환경문제를 설명하는이론적 논의도 다양해지고 있다. 하지만 국내에서는 환경문제에 대한 사례연구가늘고 있는데 반해 생태위기에 대한 이론적 논의는 정체되어있다. 본 논문은 ‘축적전략으로서의 자연’과 ‘수출주의 축적체제’ 논의를 토대로 한국사회에서 생태위기가 심화되는 양상을 분석하는 것을 목표로 한다. 수출주의는임해공업단지의 조성을 촉진함으로써 자연의 형식적 포섭의 범위를 확대하고 물질대사균열을 가속화시켰다. 더불어 수출주의의 공급주의적 편향은 분업적 개발방식을 발전시키고 생산비용에 대한 통제를 강화하여 환경비용이 내부화되는 것을 지속적으로 제약했다. 민주화가 진전되고 신자유주의가 확산되었지만 수출주의 축적체제의 기본 구조는 유지되었다. 오히려 기술적·조직적 역량이 강화되면서 자연의 형식적 포섭 방식이 확대되었고 자연의 실질적 포섭을 위한 기술혁신도 늘고 있다. 환경운동이 확산되면서 환경비용의 내부화 압력이 높아졌지만 분업적 개발방식에서 유래한 발전주의적 공공성과 투기적 개발 기대는 환경비용의실질적 내부화를 제한했다. 환경비용의 내부화가 제한되면서 환경산업이 수출시장을 중심으로 성장한 결과 자본 주도의 관류 혁신 압력 또한 상당부분 상쇄되었다. 한국사회가 대면하고 있는 환경문제를 포괄적으로 이해하기 위해서는 토건적개발주의를 넘어서 수출주의 축적체제의 형성과 변화를 분석할 필요가 있다.

Abstract

As capitalist response to an ecological crisis has diversified, theoretical discussions on the mechanism of environmental degradation in capitalist society, such as the metabolic rift, the second contradiction of capitalism, ecological modernization, nature as accumulation strategy, world systematic approach, are also developing. In Korea, however, theoretical debates about the mechanism of environmental degradation are stagnant, while the case studies are steadily increasing. This paper aims to analyze the mechanism of environmental degradation in Korea’s export-led economy based on the concept of ‘subsumption of nature’, ‘environmental fix’ and ‘exportism’. By building maritime industrial development areas, the exportism not only accelerates the metabolic rift, but also extends the scope of formal subsumption of nature. In addition, the supply-side control of the exportism has continued to restrain the internalization of environmental costs by promoting a dualized development pattern and strengthening control over production cost. Since the 1990s, democratization and neo-liberalization has progressed, but the basic structure of the exportism has been maintained. Rather, as technological and organizational capabilities are strengthened, the scope of formal subsumption of nature has been extended further, and the investment to technological innovation for the real subsumption of nature is also increasing. However, as the internalization of environmental costs has been limited, Korea’s environmental industry has not grown rapidly in the domestic market, and the capital-led throughput innovation has also been delayed.
