이 논문은 자본주의 사회에서 자연과 자본축적 관계를 다루는 일련의 개념이나 논제들을 고찰하면서, 특히 생태적 위기에도 불구하고, 어떻게 자본주의가 자연을 환경적으로 조정하여 자본축적을 지속시키는가를 규명하고자 한다. 이 논문에서 다루는 개념이나 논제들은 포스터와 버킷의 ‘신진대사의 균열’, 오코너의 ‘생산조건으로서 자연’, 닐 스미스의 ‘자연의 생산과 포섭’, 그리고 ‘축적 전략으로서의 자연’ 및 ‘환경적 조정’ 등이다. 이들의 고찰을 통해 다음과 같은 몇 가지 사항을 이해할 수 있다. 첫째, 자연과 사회는 노동을 매개로 물질들을 상호 교류하는 과정, 즉 신진대사를 통해 관련되며, 자본주의는 자본축적을 위한 산업화와 도시화 과정에서 신진대사의 균열을 일으키고 있다. 둘째, 자연은 절대적 한계를 가지는 생산의 조건이지만, 자본주의는 자본축적 과정에서 자연을 허구적 상품으로 취급하는 모순을 내포하고 있다. 셋째, 자연은 노동에 의해 생산되며, 자본축적 과정에서 자본에 의해 형식적 및 실질적으로 포섭된다. 넷째, 자연은 자본축적 전략의 수단으로 간주되며, 이러한 축적 전략은 다양한 유형의 환경적 조정으로 이루어진다. 이 논문은 끝으로 자연의 포섭 유형들(즉 형식적, 실질적, 의제적 포섭)과 환경적 조정의 유형들(환경보전을 명분으로 한 조정 전략, 환경에 무차별적인 조정 전략, 환경퇴락을 전제로 한 조정 전략)을 상호 결합시켜 자본주의, 특히 신자유주의적 자본주의에서 자연이 자본축적의 전략으로 통제되고 활용되는 여러 가지 방안들을 유형화하고자 했다.
Abstract
This paper examines some major concepts or themes on the relationship between nature and capital accumulation, expecially exploring how capitalism continues capital accumulation through environmental fixes despite ecological crises. The concepts or themes that will be examined include Foster and Burkett’s concept of ‘metabolic rift’, O’Connor’s concept of nature as the condition of production, Smith’s concept of production of nature, and the theme of nature of accumulation strategy and environmental fix. Some important points that we can understand in this examination can be summarized: first, nature and society are interrelated through labor for the process of material exchanges, that is, metabolism, but capitalism tends to generate metabolic rifts through industrialization and urbanization for capital accumulation; secondly, nature is the condition of production with an absolute limit, but capitalism is contradictory to treat it as a fictitious commodity; thirdly nature can be produced through labor process, and it has been subsumed formally and really by capital in capital accumulation process; fourthly, nature is regarded as means of accumulation strategies of capital and such strategies consist of several types of environmental fixes. This paper finally suggests a typology of strategies to control and use nature for capital accumulation especially in neoliberal capitalism, by combining types of subsumption of nature with types of environmental fix.
