21세기 도시연구의 새로운 방향 - 탈신자유주의적 도시의 탐색

이 논문은 21세기 도시연구의 새로운 방향을 모색하는 것을 목적으로 한다. 이를 위해 1970년대 이후 도시연구의 대표적인 이론적 흐름들인 데이비드 하비의 정치경제학적 도시론, 사스키야 사센의 지구적 도시론, 마누엘 카스텔의 정보도시론, 에드워드 소자의 포스트모던 도시론을 고찰한다. 그리고 이 도시론들의 비교로부터 80년대 이후 현대도시의 변화를 설명하는 더 포괄적이고 일반적인 도시 개념으로 신자유주의적 도시를 제시한다. 위의 여러 도시론들은 각각 독자적인 개념을 내세우고 있지만, 이 도시론들이 자신의 이론의 주요 특징으로 제시하고 있는 것을 보면 매우 흥미로운 점을 발견하게 되는데, 몇 가지 동일한 특징을 각각 자신의 특징으로 제시하고 있다는 것이다. ‘이중도시’, 즉 도시에서의 양극화 현상이 각 이론들에 의해 자신의 이론의 주요 특징으로 제시되고 있다. 70년대 이후 도시의 변화는 자본주의의 경제적 축적체제인 신자유주의의 차원에서 가장 포괄적이고 일반적으로 개념화되어야 한다. 지구적 도시는 신자유주의적 축적체제의 공간적 확장의 측면이고, 정보도시는 그것의 기술적 혁신의 측면에 해당한다. 21세기 도시 연구는 탈신자유주의의 대안을 모색하는 전망 속에서 신자유주의 도시 비판으로 방향을 잡아야 할 것이다. 신자유주의가 가져온 ‘도시의 비인간화’에 맞서 모든 인간을 위한 도시, 코스모폴리스의 새로운 전망을 모색해야 한다.
Abstract
This article aims at searching for a new direction in the urban studies in 21 century. It compares the representative theoretical streams in urban studies, the urban political economy of D. Harvey, the theory of global city of S. Sassen, the theory of information city of M. Castells, and the theory of postmodern city of E. Soja. And from the comparision of these urban theories this article suggests the neoliberal city as the more inclusive and general conception in describing the changes of the modern cities after 1980 years. Although each urban theory stands for an independent conception, we find the an interesting point, that the some main features which it represent as its special features are coinciding in every theory. The 'dual city', namely the polarization in the modern city is represented as its own main feature by each theory. The changes in modern city can be conceptualised the most inclusive and gereral in the dimension of economical accumulation-regime. So their most inclusive and gereral conception must be described as neoliberal city. The global city is the side of the spacial expansion of neoliberal city, and the information city is its technical side. The urban studies in 21 century are directed to the critique of the neoliberal city in the perspective searching for the post-neoliberal alternative. Against the 'urban dehumanisation' which the neoliberalism brought about, we must search for a new perspective of the cosmopolis, a city for every people.
