본 연구는 기본소득의 가치론적 기초로서의 인지지대를 공유자원 패러다임에 기초하여 구체적으로 규명하고자 한다. 우선 공공재와 공유자원에 관한 경제학적 이론에 기대어 공유자원으로서의 인지의 문제의식을 도입하며 인지 기반의 공유경제를 공유자원 패러다임으로 이론화한다. 두 번째는 마르크스의 차액지대론에 기초하여 해석함으로써 인지지대론이 마르크스 가치론의 위배가 아니라 마르크스 가치론을 인지영역에 적용한 것이라는 점을 주장한다. 세 번째로는 ‘허위의 사회적 가치’ 로서의 차액지대 규정을 재검토하여 이를 기본소득 정책의 가치론적 기초로 삼고, 공유자원에서 유래하는 인지지대의 배분을 어떻게 해야 하는가의 문제를 섀플리가치론에 기초하여 논의한다.
Abstract
‘Cognitive rent’ is a term used in cognitive capitalism’s value theory to describe the extra profit generated in a knowledge-based economy. This article examines the exact meaning of ‘cognitive rent’ using the paradigm for common resources. The author first proposes that the sharing economy found in a knowledge-based society can be understood under the paradigm for common resources. The author then argues that cognitive rent can be regarded as a special type of Marxian differential rent, a kind of ground rent, and is therefore compatible with the value theory of Marx as applied to a knowledge-based economy. Finally, the ‘false social value’ of cognitive rent is interpreted as a source of basic income that can be taxed.
