소련 사회성격논쟁 재평가: 관리주의적 해석을 중심으로

본고는 20세기 역사를 자본주의와 사회주의라는 단순한 대립구도에서 이해하려는 것을 넘어서 통합적인 이해를 구축하기 위해 기존 소련 사회성격논쟁에 대해재평가하고, 대안적 분석을 위한 시작점으로서 관리주의적 해석을 제시했다. 기존해석들은 소련을 중심으로 한 구사회주의 국가들의 사회성격에 대한 비판적 사고의단초들을 제공하고 있으며, 여러 개념적 도구들을 제시하는 역할을 했다. 그럼에도불구하고 이들 이론들은 소련 사회주위 체제를 분석하면서 자본주의와 사회주의모두에 통용되는 20세기 사회구성체들의 근본적 변화와 특징, 즉 현대성의 한계라는 측면을 포착하지 못했다. 20세기 역사의 전개과정을 분석하다보면 자본주의의변형 과정을 뚜렷하게 포착할 수 있다. 기업·관리·금융의 삼중 혁명과 거시경제혁명으로 발생한 20세기 자본주의 체제의 변화 과정은 20세기 사회구성체 분석에서중심적인 개념이 될 수밖에 없다. 소련을 비롯한 사회주의 체제 또한 이러한 특징에서 크게 벗어나지 않는다. 혁명과 내전을 거쳐 형성된 소련 사회주의 체제가 집산화와 대숙청기를 거쳐 형성시킨 새로운 관리체계와 관리집단은 19세기 말에서 20세기 전반까지 일어난 전 지구적인 관리혁명으로 나타난 세력 중 하나라고 볼 수 있다. 이렇게 만들어진 20세기 중반의 계급형세(class configuration)는 관리자-민중계급타협의 사례로서 들 수 있으며, 현실사회주의는 자본가를 제거한 순수관리 사회 또는 관료적 관리사회로서 위치지어질 수 있다고 볼 수 있다.
Abstract
In this paper, I rethought the existing theories of the Soviet social formation in order to understand our 20 th century World synthetically beyond the understanding in a simple confrontation between capitalism and socialism, and presented a managerial interpretation as a starting point for alternative analysis. The existing interpretations provided the basis for critical thinking about the nature of the social formation of the former socialist countries centered on the Soviet Union and played a important role in current various conceptual tools. Nevertheless, these have not been able to capture the fundamental changes and features of the 20 th century social formations that are common to both capitalism and socialism, namely, the limitations of modernity. By analyzing the development process of 20 th century history, we can clearly see the transformation process of capitalism. The process of transformation of the capitalist system in the 20 th century caused by the triple revolution of corporate, management, finance and the macroeconomic revolution is central to the analysis of the social formations in the 20 th century. The socialist system, including the Soviet Union, does not deviate much from this direction, either. The Soviet management system and the nomenclature class formed after the revolution, the civil war, and the collectivization and the Great Purge, can be said to be the phenomenon of the global management revolution that have taken place from the end of the 19 th century to the first half of the 20 th century. The class configuration in the mid-twentieth century is an example of class compromise between manager and people, and socialist countries can be regarded as a pure management society or a bureaucratic management society in which capitalists are eliminated.
