2020 년 발생한 코로나 팬데믹은 2 차 세계대전 이후 자본주의에 가장 강력한 사회경제적 위기를 초래하였다 . 경기회복에 대한 다양한 전망에도 불구하고 이 위기를극복하는 과정에서 드러나게 될 소위 포스트 코로나 현상은 자본주의 전환의 복합적 과정에서 이해될 필요가 있다 . 이 글에서는 우선 코로나 효과로서 세계경제와 고용위기 현황을 진단한다 . 이어서 코로나 19 위기관리 과정에서 표출된 국가와 자본의 적극적 역할 , 즉 , 중장기적자본의 현대화 전략으로서 디지털 전환과 그린뉴딜이라는 국가 주도의 산업정책과자본의 이해관계를 분석하고자 한다 . 자본주의 전환을 둘러싼 자본과 노동의 헤게모니 지형의 변화는 기존의 조직화된 노동에게 새로운 위기를 예고한다 . 이와 관련하여 이 논문에서는 자본의 ‘ 디지털 전환 ’ 전략에 대한 노동조합의 적극적 개입전략의 필요성을 강조하고 , 가능한 전략적 방향을 탐색한다
Abstract
The corona pandemic that began in 2020 caused the most powerful socio-economic crisis in capitalism since World War II. Despite various prospects for economic recovery, the so-called post-corona phenomenon that will be revealed in the process of overcoming this crisis needs to be understood in the context of the complex process of capitalist transformation. In this article, first, the current status of the global economy and the employment crisis is diagnosed as the post-corona effect. Next, we will analyze the interests of capital and state-led industrial policies, such as digital transformation and the Green New Deal, as a mid- to long-term modernization strategy of capital: that is, the active role of the state and capital expressed in the covid-19 crisis management process. The change in the hegemony terrain of capital and labour surrounding capitalist transformation heralds a new challenge and crisis for the latter. This paper highlights the necessity of labour’ active intervention in the “digital transformation” strategy of capital, and explores possible strategic directions.
