한국의 자본축적 단계와 노동 이동

본 연구는 이주와 관련하여 오늘날 현대자본주의를 규정짓는 세계화, 신자유주의, 국제분업의 특징적 요소들을 확인한다. 또한, 세계자본주의에서 이주노동이 발현되는 특성, 국제분업과 이주, 한국의 자본축적과 이입요인, 한국 자본주의와 이입·이출의 시기구분을 재구성하였다. 국제분업의 측면에서, 첫째, 한국 자본주의는 제2차 신국제분업과 제3차 유연적 축적구조의 중간위치에 처해 있으며, 이러한 국제분업의 관계망을 통해 이주의 흐름이 전개된다. 둘째, 세계적 차원에서 수직계열화된 하청구조는 이주노동자를 하위 축적구조의주요한 요소로서 위치 짓는다. 셋째, 규모와 업종 자체의 특성으로 이동이 불가능한 산업은 이에 적절한 단순·단기·미숙련·육체노동·저임금에 적절한 이주노동자를 고용하게된다. 한국의 자본축적 과정은 이주노동자의 이입·이출과 관련하여 세 시기로 구분할 수 있다. 1차 이주노동시기(1987년 이전)는 압축적 자본축적의 시기로, 병영적 노-자관계하에서 1차산업과 2차산업을 위주로, 1차 및 2차 국제분업이 주도하는 전반적인 이출의 시기였다. 2차 이주노동시기(1987~1997년)는 종속적 독점자본이 주도하는 2·3차 산업을 위주로 한 대립적 노-자관계 시기라고 할 수 있다. 이 시기 중 1987년을 거치며 이출국에서이입국으로 성격이 변화되었다. 3차 이주노동시기(1997년 이후)는 신자유주의의 유연적축적구조하에서 한국 산업구조의 비중은 3차산업으로 이동하게 된다. 이 시기 노동력 이동의 흐름은 이입구조로 착근되었다. 향후 한국 자본주의는 저출산, 고령화, 고학력 등의 요인으로 저임금 ·저숙련·단순 노동력의 부족은 더욱 심화될 것이며, 이로 인한 이주노동자의 이입과 국제결혼을 통한다문화가정은 더욱 증가할 것이다.
Abstract
On this paper, we can find the distinguishing character of globalization,neo-liberalism, and the international division of migrate labour. Also, I consider the character of migrant labor in global capitalism and reconstituted international division of labor, migration, import(intrans) factor and accumulation of capital in Korean society, and the period division of import/export(intrans/extrans) in Korea, concerning the accumulation of capital. First, Korean capitalism stands between second stage and third stage on the international division of labor, therefore the current of migration take place. Second, the vertical subcontracting have migrant workers the main factor of the basic accumulation of capital on a global scale. Third, proper people like simple, short-term, and unskilled labors should be hired in the immobile business owing to the large-scale, the innate character. The process of the accumulation of capital in Korea divided into 3 stages regarding import/export(intrans/extrans). The dense capital had been accumulated and under the military relations of labor-capital in the first stage(from 1945 to 1987), which was a time for overall extrans by first and second international division of labor. In the second stage(from 1987 to 1997)monopolistic capital took the lead in the conflictual relations of labor - capital mainly with secondary and tertiary industries. Going through around 1987, the character of Korean capitalism change from sending country(extrans country)to receiving country(intrans country). In the third stage(after 1997) the flexible structure of neo-liberalism transform the industrial importance in Korea into tertiary industries. The current of migrant worker dramatically converted into intrans structure. In the future, on the debit side problems of low birth rates, aging society, and the increase of highly educated people will increase more deficiency of labor in the a capitalistic society of Korea. Accordingly more intrans of migrant workers and more multi-cultural families will increase.
