마르크스의 세계시장공황론: 세계화와 공황의 연구 방법을 위하여

초록

19세기 중반 마르크스는 동시대의 공황을 세계시장공황이라는 문제설정으로 파악했으며, 이와 같은 세계시장공황의 구체적 분석을 자신의 ‘경제학비판’ 플랜 후반부, 이른바 ‘후반체계’의 최종 과제로 설정했다. 하지만 마르크스 이후 대부분의 마르크스주의 경제학자들은 마르크스의 ‘후반체계’ 프로젝트를 발전시키는 대신, 이를 ‘단계론’ 혹은 ‘현상분석’의 영역으로 치부했다. 이로부터 마르크스 이후 마르크스주의 공황론의 역사는 마르크스가 구상했던 세계시장공황론의 구체화가 아니라,과소소비설, 불비례설, 이윤율 저하 공황설 간의 논쟁에서 보듯이, 마르크스의 ‘경제학비판’ 플랜의 전반부, 혹은 그 일부분일 뿐인 『자본론』의 추상수준에서 공황의필연성을 도출하려는 시도들을 중심으로 전개되었다. 하지만 이 논문에서는 자본주의에서 공황의 필연성은 『자본론』의 추상수준에서는 완전하게 구체화될 수 없으며,이를 위해서는 세계시장공황을 종착점으로 하는 ‘후반체계’로의 논리적 ‘상향’이필수적임을 밝혔다. 아울러 이 논문은 마르크스의 ‘경제학비판’ 플랜에서 세계시장공황론의 위상을 재검토하고, 1857년 공황에 대한 마르크스의 분석에 기초하여 세계시장공황론의 주요 요소들을 재구성했다. 끝으로 이 논문에서는 마르크스의 세계시장공황론의 관점에서 2007~2009년 글로벌 경제위기에 대해 하나의 설명을 제시했는데, 이에 따르면 2007~2009년 글로벌 경제위기는 세계적 규모에서 이윤율의저하와 자본의 과잉축적에서 비롯된 생산과 소비의 모순 및 현실자본과 화폐자본축적의 모순의 중층결정의 산물이다.

Abstract

This paper attempts to reconstruct Marxian theory of crisis, centering on the concept of ‘world market crisis’, originally presented by Marx in his 6 book plan of critique of political economy of 1857~1858, that is, (1) capital; (2)landed property; (3) wage labor; (4) state; (5) foreign trade; (6) world market crisis. This paper is composed of following four parts. First, this paper evidences that Marx himself always proceeded from the perspective of ‘world market crisis’, when he discussed the contemporary crisis. Second, this paper discusses the theoretical status of the concept of ‘world market crisis’ in Marx’s whole system of theories of crisis, focusing on the so-called ‘Plan Debates’. Third, this paper articulates the diverse interpretation of Marx’s crisis theories,such as thesis of falling rate of profit, profit-squeeze, financial crisis, or underconsumption, with Marx’s concept of ‘world market crisis’, which has not been explored in existing literatures. Fourth, this paper argues that the 2007~2009 global economic crisis confirms the actuality of Marx’s crisis theory as a theory of world market crisis and the necessity to elaborate it.
