시진핑 시기 인터넷 반부패 활동의 운용 분석 －대중 참여와 인터넷 여론을 중심으로－

본 연구는 시진핑 시기 반부패 운동의 새로운 도구로서 나타난 ‘인터넷반부패(网络反腐)’활동의 대중 참여 측면과 인터넷 반부패로부터 파생된인터넷 여론의 사회적 영향을 분석함으로써 향후 중국의 반부패 운동과대중 참여의 발전 가능성을 논하고자 한다. 이를 위해 시진핑 시기 인터넷반부패의 종류와 특징을 살펴본 후 대중의 인터넷 반부패 참여를 다양한조사 결과로 입증하고자 한다. 그리고 경험 연구를 중심으로 다양한 인터넷 반부패 활동 사례들을 분석하고 최근 중국 사회 내에서 중요한 역할을하고 있는 ‘인터넷 여론’의 형성 배경을 제시하고 COVID-19 사태를 통해인터넷 여론 활용을 분석한다. 본 연구를 통해 부조리한 현상을 인터넷에제보⋅신고하여 의견을 표출하고 관심을 집중시키며 정부의 대응과 정책변화를 가능하게 하는 ‘인터넷 여론’의 역할과 사회참여 영역의 확대에도긍정적인 영향을 미치고 있음을 확인할 수 있다. 인터넷 상에서는 누구라도 정보의 생산자이자 소비자가 될 수 있기 때문에 고발, 신고, 논평을 통해 부패 척결을 이슈화할 수 있고, 인터넷 반부패 활동 과정에서 형성된인터넷 여론은 대중의 반부패 활동에의 참여를 더욱 장려하고 이는 기존중국의 정치 시스템에 영향을 미칠 수 있는 것이다. 중국 정부는 앞으로도강력한 부패 척결을 내세우며 반부패 운동을 진행할 것이고 정권 유지에불리한 요인들을 권력의 힘으로 막고 통제할 것임이 예상된다. 하지만 인터넷 반부패 활동을 통한 정치활동과 대중의 참여 역시 지속적으로 증가하고 있으며 이는 인터넷 상에서의 여론 형성과 사회 영역의 성장에 긍정적인 변화를 주고 있다.
Abstract
This study analyzes the public participation aspect of ‘Internet Anticorruption’ action that appeared as a new tool of Anti-corruption campaign in Xi Jinping era and the social impact of Internet public opinion derived from Internet Anti-corruption. After examining the types and characteristics of Internet Anti-corruption during the Xi Jinping era, it is intended to prove public participation on the Internet Anti-corruption through various survey results. In addition, it analyzes cases of Internet Anti-corruption actions based on empirical studies and presents the background of the formation of ‘Internet public opinion’, which is playing an important role in Chinese society and analyzes the use of public opinion through the COVID-19 case. It can be expected that the Chinese government will still continue to promote strong Anti-corruption campaign. However, political actions and public participation through Internet Anti-corruption actions are also constantly increasing, which is giving positive changes to the formation of public opinion on the Internet and the growth of the social sphere.
