Abstract

This study presents Bob Jessop’s ‘Strategic-Relational Approach’(SRA) as an alternative analytical framework to elaborate on the concept of the ‘state’, which has been undertheorized in media studies. Jessop’s theory conceives of the state as a ‘strategic terrain’ — a condensation of struggles among social forces — thereby enabling a multi-dimensional analysis of the co-constitutive relationship between the state, media, and social forces. This study applies the SRA’s framework of the state’s formal and strategic dimensions to the Korean media system, investigating the dynamic evolution of their relationship from the military dictatorship era, through democratization, to the age of digital populism. The analysis reveals that the media has transformed from a subordinate tool of the state into an empowered member of the ruling bloc, and more recently, the state-media landscape is being reshaped by the rise of digital actors. Consequently, this study proposes a new perspective: to understand the media not as a fixed intermediary, but as a strategic field whose role and status are continually transformed by historical conditions and the outcomes of social struggles.
